Preheat oven to 325 degrees F.
Wash hands with soap and water.
Gently rub cabbage under cool running water.
Steam cabbage in salted water for approximately 5 minutes. Drain and set aside.
In a medium saucepan, heat milk over low-medium heat. Slowly whisk in cheese and flour
Bring to a boil. Remove from heat.
In a small casserole dish, layer cabbage and cheese sauce. Sprinkle with croutons.
Bake for 15-20 minutes.
